Advancing cross-border innovation, retaining talent, empowering businesses and opening new pathways to global investment through artificial intelligence.

JOHOR BAHRU, MALAYSIA, 6 Feb 2025 — The Centre for AI Innovation (CEAI) Global, in partnership with Institut Dato’ Onn (IDO), through IDO Research Centre (IDORC) Special Projects, chaired by Tn Mohd Gadaffie Abd Aziz, Director of IDO and Chairman of IDORC, presented strategic artificial intelligence transformation plans to YAB Dato’ Onn Hafiz Ghazi, Menteri Besar of Johor.

The presentation, delivered by Prof Dr M Nazri Muhd, Group Executive Chairman of CEAI Global and Principal Research Fellow, Policy Review & Impact Assessment, Institut Dato’ Onn Research Centre (IDORC), outlined opportunities to accelerate economic growth, strengthen workforce competitiveness and attract international investment through the Johor–Singapore Special Economic Zone (JS-SEZ).

The strategic engagement focused on three critical challenges that could shape the long-term success of this ambitious cross-border economic initiative.

The JS-SEZ represents an opportunity to combine Singapore’s strengths in international finance, technology and global connectivity with Johor’s industrial capabilities, available land and growing business ecosystem.

Turning Brain Drain into Brain Gain

One of the greatest challenges facing emerging economic regions is retaining skilled professionals while attracting new talent.

CEAI Global proposed innovative workforce arrangements, including cross-border joint ventures and hybrid employment models that allow professionals to benefit from opportunities in both Singapore and Johor.

Illustrative arrangements could include shared employment structures, competitive remuneration packages and flexible working arrangements supported by improved transportation and housing incentives.

Such approaches could help businesses retain valuable expertise while enabling Johor to develop a stronger, internationally connected workforce.

The objective is straightforward: create attractive career opportunities so that talented Malaysians can build successful futures closer to home.

Empowering Businesses Through AI-Driven Transformation

The second strategic priority focuses on helping businesses become more productive, profitable and competitive through artificial intelligence.

CEAI Global highlighted AI-enabled business solutions, including financial health assessments, operational improvement tools and its 25:10 Blueprint, designed to identify opportunities for cost optimisation and business growth.

For small and medium-sized enterprises, AI can help simplify financial analysis, identify inefficiencies, improve resource allocation and support better management decisions.

AI-powered business valuation models could also help entrepreneurs understand their companies’ financial position and prepare for expansion or investment.

Opening Global Capital Markets to Johor Businesses

The third priority addresses access to financing, particularly for innovative businesses seeking to expand internationally.

CEAI Global proposed exploring structured investment vehicles, including Special Purpose Vehicles (SPVs), to manage project risks and support investment participation.

The presentation also outlined potential pathways to international capital markets, including initial public offerings (IPOs) and reverse takeovers (RTOs), subject to appropriate financial, regulatory and commercial assessments.

These mechanisms could help eligible businesses attract investment, strengthen financial structures and pursue international expansion.

A Vision for Shared Prosperity

Prof Dr M Nazri Muhd, Group Executive Chairman of CEAI Global and Principal Research Fellow, Policy Review & Impact Assessment, at IDORC, emphasised the importance of transforming strategic opportunities into practical economic outcomes.

“The Johor–Singapore Special Economic Zone represents much more than a geographical partnership. It is an opportunity to reimagine how two complementary economies can create shared prosperity through innovation, talent development and investment.

Through our partnership with Institut Dato’ Onn and IDO Research Centre, we seek to translate strategic ideas into practical solutions that strengthen Johor’s economic competitiveness and create meaningful opportunities for businesses and communities.

Our vision is to ensure that artificial intelligence benefits not only large corporations, but also SMEs, entrepreneurs, professionals and communities.

When we combine human talent with intelligent technologies, we can transform challenges into opportunities, strengthen regional competitiveness and create new pathways for sustainable economic growth.

The future belongs to economies that empower their people, embrace innovation and turn bold ideas into measurable results.”

Building a Future-Ready Regional Economy

The collaboration between CEAI Global and Institut Dato’ Onn, through IDORC Special Projects, reflects a shared commitment to advancing research-driven economic development, strategic innovation and practical AI adoption.

Under the leadership of Tn Mohd Gadaffie Abd Aziz, IDORC provides a platform for strategic research and special projects aimed at supporting Johor’s long-term development priorities.

Prof Dr M Nazri Muhd’s appointment as Principal Research Fellow, Policy Review & Impact Assessment, at IDORC further strengthens the connection between AI-driven innovation, strategic policy research and evidence-based economic development.

CEAI Global remains committed to exploring opportunities for collaboration with Johor’s government and business ecosystem to support AI adoption, enterprise transformation and investment readiness.

The broader ambition is to help position Johor as a competitive regional centre for AI-enabled industries, skilled employment and internationally connected businesses.

The message is clear: The JS-SEZ is not simply about connecting two economies. It is about connecting talent, technology and capital to create a more prosperous future for generations to come.
